Generally speaking, police accident reports can only be obtained by the folks involved in the accident, their insurance companies and their lawyers.

In some places, like Fairfax, you can get the report via mail (if you were in the accident.)'s a neat little site that has a lot of news about Virginia accidents. Not the official reports, mind you, but news none-the-less.

If you've been in an accident you should check first to see if your community has the reports online. It will be free if you plug in the correct information. Otherwise, the reports tend to run about $8.00.

If you've hired an auto accident lawyer, they will usually get the report for you.
